August 4, 2003

                Commissioners Judy A. Stang, B. J. McComb, and James S. Warnken met in a regularly scheduled session. The commissioners spent the day reviewing budgets.

August 5, 2003

                Commissioners Judy A. Stang, B. J. McComb, and James S. Warnken met in a regularly scheduled session. The commissioners conducted the following business:

Kevin’s revolving loan fund budget.

WEST-END RURAL FIRE DEPARTMENT BUILDING BID: Present are Dave Mangold, Mangold construction, tom Andersen, Rural Fire Chief. The commissioners received one bid; the bid was f rom Mangold Enterprises for $81,140.98. The commissioners will wait to hear from the west-end fire department. And have the bid looked at by Shawn Donavan. We will be able to award the bid by next Wednesday.

August 11, 2003

            Commissioners Judy A. Stang, B. J. McComb, and James S. Warnken met in a special session. The purpose of the special session was to adopt resolution setting stage II restrictions due to the extreme fire danger.

The commissioners adopted RESOLUTION 08.11-03 setting stage II restrictions due to extreme fire danger. Commissioner Warnken made motion to adopt, McComb seconded. Motion passed unanimously.

The commissioners met with several members of the superior and nine mile districts for a report on the status of the fires.

August 13, 2003

            Commissioners Judy A. Stang, B. J. McComb, and James S. Warnken met in a regularly scheduled session. The commissioners conducted the following business:

·         Everett Aarsted, Two Rivers Subdivision, was in to discuss the process of abandoning a part of the Two Rivers Road County Road that runs through his property.

·         Rob Harper, Superior Ranger, was in to report the fire situation in Mineral County on the Lolo Forest. Rob would like to have a meeting with one of the Forest Service managers that help to write Moue’s. The commissioners will meet on Friday August 15th, at 10:00 AM.

·         The commissioners signed the final plat of the Woodland Acres Minor Subdivision. Present Andy Short.

·         Lois Sherd, Department of Revenue, was in and the commissioners approved the following changes to personal property.

1.        Steve Larocque, mobile home added back to tax role

2.        Robert Roderick, mobile home added to tax role

3.        Westway. Audit of personal property added $953.78 to the tax roll

4.        Teresa Lucier. Reduction because mobile home was entered twice

5.        Mike Cerasane. $56.39 removed from tax roll for mobile home was paid before billing took place.

6.        Mike Cerasane. $65.02 removed from tax roll for mobile home was paid before billing.

7.        Jeanette and Donald Hendrickson. $593.86 removed from tax roll, mobile home was put on real taxes.

·         Dave Brink, Mineral County Weed Department, was in to go over his proposed budget. Also present was Kathy Jasper, and Bill Vigue. The commissioners told Dave that he needed to add to his budget time and money to spray the County Roads, Airport, and the Riverbend County Park.

·Bill Vigue, Mineral county Road Foreman, Bill met with the commissioners to go over the Road Fund budget.

·         West-End Rural Fire Department: present Shirley Hancock; Shirley reported that the West-end fire department voted to reject the bid that they received for over $80,000, and to re advertise.

·The commissioners signed an updated copy of the original Teamster’s contract to be effective July 1, 2003 and terminate on June 30th, 2004.

·

August 15th, 2003

 

               The commissioners met in a special session. The purpose of the special session was to meet with the USFS to establish a MOU on costs incurred because of the Forest Fires. Present were commissioners Warnken, and Stang. McComb was absent. Present was Rob Harper, Superior Ranger District, Gary () Nine Mile Ranger, Bob Deleth USFS, Ralph Parkin, DES. The USFS and Mineral County went through situation of who pays for what. The Forest Service will pay for all orders on USFS land. All cost incurred on county lands with out order of forest service, or regularly responsibilities will be paid by County.

 

                    The commissioners signed the final plat of MOUNTAIN HOMES ESTATES MINOR SUBDIVISION. Present is Andrew Short. All conditions have been met.

 

                    The commissioners adjourned.

 

 

August 20, 2003

 

            Commissioners B. J. McComb, James S. Warnken, and Judy A. Stang met in a regularly

Scheduled session. The commissioners conducted the following business:

·         Conducted a public Budget Hearing for the fiscal year 2003-04. No comments or written comments were received.(Kathy mention the issue with?)

·         FEMA REIMBURSEMENTS: the commissioners met with Hugh Hopwood, under sheriff, Dave Poncin, DNRC, Bob Gorsuch, DNRC to go over the process to have county costs reimbursed from the Forest fires. The county designated Kathy Jasper, clerk and Recorder as the designated person for them to contact. Ralph Parkin, DES coordinator will be the alternate. The state of Montana has made a Fire Suppression Declaration in Mineral county. 75% of eligible costs will be reimbursed through the state DNRC from FEMA fire funds.

·         VARIANCE REQUEST FOR FLOOD PLANE: Brian Daigle, Riverbend Subdivision, is requesting a variance for building in the flood plane. The commissioners may by variance grant a permit that is not in compliance with the minimum standards by the following procedures:

1.        variances shall not be issued for aras within a floodway if any additional increase in flood elevations.

variances shall only be issued upon

a.       showing of good cause

b.       a determination that refusal of a permit would, because of exceptional circumstances cause a uniqe or undu hardhip

c.       a determination that the granting of a vaiance witll not result in increased flood heights

d.       a determination that a proposed used would be adequately floodproffed

e.       a determination that a vaiance requestged is the minimum necessary to affortd relief, considering the flood hazard.

 

The commissioners reviewed the documation and made copies and will send them to the DNRC for review and approval.

August 25th, 2003

           

                James S. Warnken, B. J. McComb, and Judy A. Stang met in a special session. The purpose of the session was for the commissioners to finish county budgets. The commissioners adjourned when done going budgets.

 

August 29, 2003

 

            Commissioners Judy A. Stang, B. J. McComb, and James S. Warnken met in a regularly scheduled session. The commissioners spent the morning reviewing claims and payroll. The commissioners conducted the following business:

·         Officer’s Overtime during emergencies. Hugh and Anita

·         911 budget-title III moneys

·         road budget: bill and shawn

·         start the 80 hour week starts on the 26th of august for the deputies.
