Commissioners Judy A. Stang, James S. Warnken, and B. J. McComb met in a regularly scheduled session. The commissioners conducted the following business:

new home for 2004

Turner-Lot 26 Riverbend Sub – House was taxed on wrong parcel-reduction to tax
roll of $1581.83

roll of $474.86

& Thelma Morris – tract in gov lot 1 sec 16 – House was demolished. Refund
of $257.58

November 4, 2004
Commissioners Judy A. Stang, James S. Warnken, and B. J. McComb met in a special session. The purpose of the special session is the following:

MINERAL COUNTY AIRPORT FINAL INSPECTION: Present
Mitch Stelling, Stelling Engineers, Jeff Walla, Stelling Engineers, Gary Gates,
FAA, Bill Mancini, Mineral County Airport Board, and Gerry Geske, Mineral
County Airport Board. The commissioners followed the engineers and the FAA
through the final inspection of the Airport Improvement Project. Mineral County
received a grant for 95% of the $1.9 Million Project. Gary Gates from the FAA
approved the project and inspection. Stelling Engineers will help the commissioners
come up with a building plan for other future projects. The Plan will be
specific in the speculations needed to keep the airport within a B-2 qualified
airport.

WEST-END FIRE DISTRICT: Present Tom Anderson,
West-end Fire District, and Shawn Donavan, Mineral County Attorney. Shawn met
with the commissioners and the West-end Fire district to discuss the confusion
brought about when West-end Fire District Trustees hired Liberty Builders to
construct a Fire Hall Building. The Trustees felt they had met the bid
requirements when previously they had bid out the construction of the building
2 times and never had the building built by the recipient of the Bid. Shawn
noted that this is not the case and they were misinterpreting the statute. The
statute that relates to local government is in Title 7-5-2301 MCA. It clearly
states that a bid over $50,000 must be publicized in a qualifying newspaper.
Because of the emergency situation that is arising in the West-End with the
need for Fire Services, plus the delay of the bid lost when a board member
thought they had faxed it to a newspaper before they left to go out of state,
Shawn feels it would be okay to have Liberty Builders get the concrete and
excavating work done before the ground freezes, but to make sure the rest of
the construction has property met the requirements of the statute.

CREDIT CARD-PEGGY: Present Peggy Stevens,
Mineral County Health Nurse, was in to find the requirements for her department
to have a credit card to purchase items. Many times she uses her own and has
the county re-imburse her. The commissioners have no problem with her
department using a county card. The commissioners suggested she check with
Mullan Bank to see if they have a card since we do our banking there.
