assignments have changed for the 109th. Kelly stated that the
progress has been very slow, they have not yet received their assignments.

Topics
Discussed: TMDL, Debaugan, Timber Sale, etc. See Sharon Patterson for details.
All the roads are done on the GIS mapping. Tim has a GPS for mapping new
Subdivision. St. Regis will continue to be a resort area without starting the
whole process all over. The commissioners are concerned about the district
court bill regarding public defenders.

Kelly came in to give his concerns regarding the Deep Creek Motorized Trail
Development road use.

endorsed two letters supporting the HRCs application for a grant for HOME
funds stating the County will certify the environmental review records for the
homes of the participants that are located in Mineral County and a letter of
support to Mayor Wood.

BOARD MEETING RV RESORT

Neal
(Rick) Lightle provided a written statement of collateral he would provide for
the $65,000 commitment from the County. Mr. Lightle proposes to use property in
Washington as temporary collateral for a $65,000 commitment until after
construction which is when the loan will actually be used. The RV Resort is
only looking for a commitment until the construction is completed. Shaun
pointed out that the RV Resort will need to incur any loan expenses. Shaun
expressed concerns about how to adequately judge what will actually happen
compared to the projections. Shaun point out that the good points are a good
business plan, a reasonable amount of money. The board agreed to sign the
commitment using the land in Washington as collateral.

SPEED STUDY OF OLD
I-10
Present: Doug Bailey
Dept. of Transportation (Helena), James Freyholtz Dept. of Transportation
(Missoula), Mark McDaniel Mineral County Independent
Mr. Bailey explained what
steps are involved in doing the speed study.
Judy asked questions about
different areas.
Mr. Bailey stated that
since I-90 there have not been any speed studies done in the St. Regis area
around the Interstate.
The Dept. of Transportation
will post temporary speed limits in the areas requested by Judy.
Engineering investigation
and local comments are required to post permanent speed limits. If there is
conflict the Dept. of Transportation will send a representative to mediate. The
interim speed limits need to be close to what the permanent speed limit will
be.
Doug Bailey will send a
letter detailing the process required to get the interim speed limits posted.
It would take about 12 months to get the speed limit changed. Check CTEP
agreement to find out who maintains walkways.
FOOD SERVICE PROGRAM

Sanitarian, Mark McDaniel Mineral County Independent
Tim wants to apply for a
food service program grant that will take a lot of extra work.
He will talk to the
commissioners when they are all present. There is 7500.00 in the grant. Tim
will present a budget for the project on Monday, February 28, 2005. The actual
grant money will not be received until June of 2005.

Commissioners approved
Resolution for the appropriation of grant monies received from the State of
Montana for WIC (Women, Infant, and Children.)
Whereas: the State of
Montana has appropriated Sixteen Thousand Nine Hundred and Sixty Dollars
($16,960.00) for fund 2971 WIC.

session. the purpose of the special session was to act on county business that
the commissioners were not able to act on while at the MACO conference.
MINERAL COUNTY ROAD
FOREMAN JASON MCCLEES

The commissioners approved
Jasons request to pay Wally Zimmer $15.00 per hour for working part time this
summer. Mr. Zimmer does not get benefits or overtime pay.
Jason requests that any new
employees have a 12 month probation period due to the nature of the work.
SANITARIAN TIM READ
Present: Tim Read
Sanitarian
Mr. Read presented the
preliminary budget for a grant from Homeland Security through the Mineral
County Health Nurse Dept. that would require the Sanitarian to collect added
information at food service preparation establishments in Mineral County. The
grant amount is $75,000.00.
ST. REGIS PARK ANNUAL
PERMIT
Commissioners approved and
signed annual permit for the use of Forest Service Land in St. Regis park.
ADVISORY GROUP MAPS
The commissioners approved
$87.75 for maps for advisory group.
SHAWN R. HEYER
RESIGNATION
Commissioners received
letter of resignation from County Road Maintenance employee Shawn R. Heyer.
COMMUNICABLE DISEASE
PROTOCAL
The Commissioners signed a
preparedness grant proposal for the Mineral County Health Nurse Dept. to review
communicable disease protocol.
MINERAL COUNTY
RESOURCE ADVISORY GROUP
Dennis Hildebrand came in
and presented 1908 maps of Mineral County on paper and on CD. Dennis requested
that he be reimbursed for the $105.40 cost of having the maps copied.

Sharon is questioning the
bill for a person that was involuntarily detained at MSH. Mineral County has
received a bill for the pre-commitment costs. Sharon needs to know what fund to
charge it to, and if Mineral County is responsible for the bill.
Sharon cant find any of
the cases that the County Attorney referenced. Sharon is going to talk to John
Erikson about it. The patient was detained but not committed to warm springs.
The commissioners decided
not to pay the bill until commissioner McComb talks to the Mental Health Board.
DAVIS SURVEY TIM
READ
Present: Tim Read

Tim will make sure that
easements are kept on any resurveys of Jim Davis properties concerning the
Hiawatha Trail.
BUDGET & REVENUE
REPORTS FOR JANUARY 2005
Kathy Jasper brought in
budget and revenue reports for January 2005.
BUDGET AUTHORITY
RESOLUTION #2-28-05
The commissioners passed a
resolution for the appropriation of grant monies received from the State Of
Montana for local law enforcement to purchase a radar and video unit. The grant
amount is for $5073.00 and will be added to Public Safety fund #2300.
REAL PROPERTY
CHANGES:
Present Anthony Francisco,
Department of Revenue. The commissioners approved the removal of a mobile home
belong to Alan Efert from the tax records. The mobile home was destroyed in a
fire.
CLAIMS AND PAYROLL: the commissioners reviewed claims
for the month of February. There were no additions or corrections to the
claims.
MAPS BILL
The commissioners approved
a bill from MAPS for $2665.45. Title III funds.
COUNTY ATTY LEGAL
ASST. POSITION FILLED
Present: Shaun Donovan
County Attorney
Thais Park was awarded the
legal assistant position. She began on 2/28/05 at $8.00 per hour with a 12
month probation period with evaluations being done periodically.
