The Human Resource Council is a non-profit corporation first established in 1965 as a result of the Federal "War on Proverty."  We are one of ten Human Resource Development Councils which together cover twelve service delivery areas encompassing all 56 counties.  District eleven is composed of Mineral, Missoula and Ravalli Counties.  For 28 years, HRC has operated a variety of programs all aimed at helping people become self-sufficient.  Last year approximately 6,000 low-income, elderly, minority, handicapped and disadvantaged individuals used our programs.

The purpose of the Human Resource Council is to alleviate poverty and enhance the public health and welfare by opening to everyone the opportunity for education and training.  We work toward accomplishing this goal by stimulating a better focus of all available local, state, private and federal resources and making the entire community more responsive to the needs and interests of the poor.

A recent intervention on our part before the Montana Public Service Commission on behalf of residential rate payers resulted in the adoption of an inverted rate structure, a 10% year-round discount from the Montana Power Company for LIEAP eligible households, and a larger dollar commitment on that company's part to energy conservation.

The Human Resource Council is governed by a volunteer board of directors composed of one-third each from the private, public and low-income sectors of the community.  The diversity of its membership ensures that a variety of perspectives are applied toward solutions for the problems of poverty.

HRC provides the following services: Section 8 Housing assistance through the Dept. of Commerce; the Low Income Energy Assistance Program LIEAP from October 1st to April 30th; the Weatherization program for LIEAP eligible clients; and the eight week Summer Food Program for Children. HRC administers the Work Experience Act WEA program; low-income Senior housing at the Cottages of Edna Court; Homeowner Repair and Rehab Loans; First Homebuyer Assistance Program; and when available, FEMA and HUD funds for emergency shelter, food, and gas.
